    GENERAL SUMMARY

    The purpose of this job is to represent citizens in criminal, quasi-criminal, and civil matters by reviewing, enforcing, and litigating the applicable laws.         • Advises in investigation actions, including requesting law enforcement to investigate further, initiating cases in foreign jurisdictions, and utilizing subpoenas.
        • Prepares and files motions, stipulations, responses to defense pleadings, and other legal actions for upcoming and current trials.
        • Researches, evaluates, and investigates in preparation for trials, including recording accurate disposition notes and consulting with potential expert witnesses.
        • Directs legal assistants and victim advocates regarding producing exhibits for hearings, trials, and subpoena issuance.
        • Addresses and approves safety accommodations for victims, witnesses, and other community members.
        • Responds to case inquiries and legal questions from victims, witnesses, law enforcement, clients, and the public; meets with victims to discuss strengths and weaknesses of a case, potential solutions or pleas, and explains judicial processes for high-visibility or complex cases.
        • Advises other assistant prosecutors on legal and tactical strategies.
        • Trains junior staff on changes to federal, state, and local laws and regulations to ensure ongoing compliance in prosecutorial procedures.

        GENERAL SUMMARY

        The purpose of this job is to coordinate the safe, secure, and efficient operations of the airport. To conduct airfield safety inspections/airport security inspections, coordinate snow removal operations, issue NOTAMs, and implement the Airport Certification Manual and Airport Security Program.

        ESSENTIAL DUTIES & RESPONSIBILITIES

        • Oversee and conduct airfield inspections for compliance with federal, state, and local regulations regarding safety and security, issuing Notices to Air Missions (NOTAMs) when appropriate.
        • Maintain and implement the Airport Certification Manual, including the Wildlife Hazard Management Plan, Airport Emergency Plan, and Snow and Ice Control Plan, to assure airport compliance in a timely manner approved by the FAA.
        • Conduct perimeter security inspections, escort personnel, perform ID checks, and report security incidents to the Transportation Security Administration (TSA) & local authorities.
        • Oversee Airport Rules & Regulations and other Airport core documents, including review of tenant and concessionaire contracts and inspection of leased areas to ensure compliance. Communicate with staff, tenants, stakeholders, and the general public to answer questions related to airport operations.
        • Monitor project areas on or near the airport during project duration to ensure compliance with all safety requirements and coordinate construction activity, including any mandatory closure of airfield surfaces, issuance of applicable NOTAMs, and airspace impacts related to 14 CFR Part 77.
        • Conduct regular, periodic, or special inspections of airport facilities, such as roadways, parking lots, hangar buildings, etc., to check for maintenance issues. Reports deficiencies to Airport Maintenance via the work order system.
        • Respond to aircraft/airport emergencies and coordinate with Airport Rescue & Firefighting personnel. Report incident information to FAA/NTSB and coordinate airfield closures/openings as needed. Assist in the removal of aircraft.

        ESSENTIAL DUTIES & RESPONSIBILITIES

        • Observe inmate activity to detect unusual or prohibited behavior that might threaten the facility's security or others' safety.
        • Respond quickly to calls for assistance in the jail.
        • Prepare written reports after responding to critical incidents.
        • Accurately count inmates under their supervision several times during each shift.
        • Conduct a thorough search of inmates and jail cells.
        • Monitor inmate feeding, recreational activities, and inmate visits.
        • Correctly deliver prescribed medication to inmates.
        • Ensure the facility's security systems, firefighting equipment, and other equipment are operating.

        MINIMUM QUALIFICATIONS

        Required Education and Experience

        • Must have: Michigan Sheriff's Coordinating Training Council (M.S.C.T.C.) certification within one year of hire. Two years of college or the equivalent with military service. Michigan Law Enforcement Commission on Standards (M.C.O.L.E.S.) certification is accepted but must still have M.S.C.T.C. certification within one year of hire.
        • Two years of law enforcement or corrections experience, Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.

        Candidates must be a minimum of 21 years of age and possess a valid Michigan driver's license.         GENERAL SUMMARY

        Under contract with the Airport Authority, to provide armed security to the facilities, grounds, employees, and patrons of the Kalamazoo/Battle Creek International Airport in conformance with the Federal Aviation Agency (FAA) and the Transportation Safety Administration (TSA).

        ESSENTIAL DUTIES & RESPONSIBILITIES

        • Secure and open buildings and conduct security inspections of buildings and the perimeter grounds according to airport policies and procedures, FAA and TSA regulations, and procedures.
        • Monitor security surveillance equipment; respond to access control alarm points and calls for assistance from TSA or other airport personnel.
        • Investigate criminal, suspicious, or other security-related activity reports.
        • Arrest persons for criminal activity or active warrants, summoning backup assistance when necessary. Respond to resistance as necessary per policy.
        • Prepare written reports, document investigation progress, and perform data entry of other security-related logs and reports. Testify in court.
        • Load, maintain, and use lethal and non-lethal weapons.
        • Patrol curbside and other areas adjacent to the terminal; issue parking citations and enforce parking regulations.
        • Operate emergency vehicles and vehicle equipment.

        MINIMUM QUALIFICATIONS

        Required Education and Experience

        Michigan Commission on Law Enforcement Standards (MCOLES) certified or certifiable required. A bachelor's Degree in Criminal Justice or a related field is preferred, and an Associate's Degree or two years of military service in an equivalent field is acceptable. Candidate must be 21 years of age and possess a valid Michigan driver's license.

        Experience: Must have effective written and verbal skills, composure during stressful situations, and must be able to communicate at a high degree of effectiveness and understanding. Must be knowledgeable with a computer, including keyboarding, word processing, and database data entry. Must be able to wear and operate respiratory protection devices. Must be able to apply self-defense and other responses to resistance procedures for dealing with hostile or violent persons. Upon hire, must be able to certify as a LEIN user, First Aid, CPR, and AED. Must pass a physical and psychological examination, drug screen, TSA-mandated ten-year fingerprint check, and thorough background investigation.

        Any individual with a felony conviction, a pending felony or misdemeanor charge, a domestic violence conviction, or an outstanding warrant is ineligible for consideration for employment.

        The following will document eligibility requirements and the process for award dissemination.

        Eligibility:

        • Applicants currently licensed through MCOLES and hired during the eligibility period will receive an initial $5,000 payment after completing their Field Training program. The remaining $5,000 will be paid upon completing their probationary period.
        • All newly hired qualified MCOLES Academy candidates hired after January 2023 will receive an immediate $5,000.00 hiring bonus. They will receive another $5,000.00 bonus after they have successfully completed a Police Academy, the Kalamazoo County Sheriff Office Field Training program, and the probationary period.
        • All employees employed during 2023 and beyond shall also receive the $5,000.00 hiring bonus after successfully completing the MCOLES Academy and an additional $5,000.00 upon completing the field training program.
        • All these candidates will be sponsored by the Kalamazoo County Sheriff's Office when attending the Police Academy.

        Process and Completion:

        This process will start on January 02, 2023, and continue until all ARPA-awarded funds are used.

        Disqualifiers:

        • Anyone who does not successfully complete their Field Training program and 1-year probationary status in the Operations Division will not receive their second $5,000.00 hiring bonus.

        • Provide escort of contractors and vendors requiring access to airport facilities and monitor contractor activity during repair or construction to ensure compliance with safety and regulatory requirements.
        • Assist in coordinated response during airport/aircraft emergencies and incidents.

        • Respond to inquiries from attorneys, court staff, and hearing officials.
        • Perform duties for juries. Secure information jurors receive, secure the jury rooms from interference, track and help jurors, schedule breaks, and address any concerns of jurors or Judges regarding an empaneled jury. Arrange for interpreters and special accommodations as needed.
