`Under Moorhead City Code Section 9-7—12, disorderly behavior in rental property is prohibited
`Rental property that has had an incidence of disorderly behavior by tenants or their guests is monitored by
`the Moorhead Police Department for one year. This letter is to notify you that on 0510112020 Moorhead
`Police Officers responded to the above address for conduct which qualifies as disorderly under Moorhead
`City Code. A description of the disorderly behavior is as follows:
`Officers were dispatched to a report a complaint of a female screaming and throwing items at the
`wall. Upon arrival, officers located Thorley intoxicated and experiencing possible mental health issues.
`Thorley was upset about a police report she had made earlier with Fargo Police. She could be heard
`yelling in her apartment when they arrived. She was warned for the loud noise violation and slammed the
`door on officers.
`It should he noted that on 4122 officers were called here for a report of an impaired person.
`Dispatch advised officers that the property manager called about a resident that was shouting and yelling
`in the stairwell- Upon arrival, officers made contact with Thorley who was very intoxicated and rambled.
`Officers explained the issue to Thorley but they ended up just having to walk away from her at the end of
`the interaction due to her rambling and intoxication level. This caused Thorley to slam the apartment door
`loudly as they walked away. 011 3:3, Thorley tried reporting an assault blaming two males she had as
`guests. Officers determined Thorley was just intoxicated, started to cause issues and an assault never
`occurred. On 32"l, officers responded to her address for a disturbance that both she and another male
`called in and Thorlcy was reportedly throwing stufl' around outside. The male was helping Thorley carry
`in groceries when she became mad at him and asked him to leave. Nothing physical occurred.
`If another instance of disorderly use of this rental property occurs within one year of this incident,
`you as the property owuer or manager will be required to report actions taken to prevent firrther disorderly
`use of the above premises. Please take whatever steps are necessary to ensure that this type of conduct
`does not occur at this location in the future.

`Rental property that has had an incidence of disorderly behavior by tenants or their guests is monitored by
`the Moorhead Police Department for one year. This letter is to notify you that on 10263020, Moorhead
`Police Officers responded to the above address for conduct which qualifies as disorderly under Moorhead
`City Code. A description of the disorderly behavior is as follows:
`Officers were dispatched to 3002 18 St. S. for a disturbance on the third floor.
`Dispatched advised the complainant reported hearing yelling coming from the third floor
`hallway. Dispatch further advised it was a male yelling to a female to open the door along with
`pounding. The complainant believed it was associated with apartment #304 as there have been
`ongoing issues with this apartment. Upon arrival, officers made contact with a male standing in
`front of apartment #304, identified as Brian Ritter. He stated he had been locked out of the
`apartment that he had been living in for the last three to four weeks. He stated the female inside,
`Sandra Thorley, would not allow him back in and he had personal property inside the apartment.
`Officers tried talking to Sandra through the door but she was uncooperative. Sandra was
`disorderly, yelling Obscenities at Ritter through the door and behaving poorly. Officers warned
`her for her conduct and stated she could be cited for a loud noise violation as the noise she was
`making was clearly louder than what was being allowed at the time in the rental property. She at
`one point began banging on the door and it sounded that she was throwing items inside and had
`to again be warned about her conduct. She did ultimately apoiogizeand stop the behavior. it
`should be noted that officers were dispatched to an unknown disturbance at 3002 Illth St S at
`approximately 9:45 pm on 10f21r’20. Diapatch advised the complainant heard crying and the
`building was shaking. Dispatch further advised the complainant could hear two male voices and
`one female voice and sounded intoxicated. Up0n arrival officers made contact with a male,
`identified as Abdirahman Abdi, hanging out in the third floor stairwell. Officers advised him to
`leave as he did not live there. Officers made contact with a female at apartment #304, who was-
`intoxicated and was trying to report an incident that occurred in Fargo. Officers advised her she
`needed to speak with Fargo PD in the morning when she is sober. A male, identified as Brian
`Ritter, was inside the apartment with the female. Officers left with no further action. Officers
`were dispatched back to this apartment at approximately 10:50 pm by the fire department. The"
`fire department was on scene for a medical assist and fire alarm. They requested the police
`department respond to assist with a female requiring assistance to get her phone back from

`someone else. Upon arrival officers made contact with a female, identified as Sandra Thorley,
`who lives in apartment #304. Officers noted Sandra appeared to behaving mental health issues
`and was under the influence. Sandra stated she was banging on apartment doors and pulled the
`fire alarm when no one would help her because her boyfriend, Brian, left with her cell phone.
`Sandra stated Brian had her phone since the first contact with officers that evening. She wanted
`to report her cell phone stolen, but officers stated her cell phone was not stolen because her
`boyfriend was in possession of her phone. Sandra stated that if the officer wasn’t going to take a
`report on her phone being stolen she was going to report him. Sandra was advised not to cause
`any more disturbances tonight or she could end up going to jail.
`This is the THIRD disorderly use of this rental property within one year. Therefore you, as
`property owner or manager, are by ordinance required to contact the Moorhead Police Department to
`report the actions taken by you to prevent further disorderly use of the above premises. You must contact
`the Moorhead Police Department by llflfix'ZO. Failure to contact the Moorhead Police Department to
`report actions taken or taking ineffective action to prevent future disorderly use of the property puts the
`rental registration certificate for this proPerty at risk of suspension or revocation.

`| was dispatched to 3002 — 18‘“ Street South, Apt. No. 105, for
`1. On 06/12/2021, at 2022 hours,
`a disturbance. Dispatch advised there was a strong language barrier and they could hear a
`baby crying in the background. The complainant stated something about a “lady” to Dispatch
`and then disconnected. When Dispatch called the complainant back, the complainant advised
`the responsible female lives in the building. The responsible female had a knife and was trying
`to get inside of the complainant’s residence. The complainant stated the responsible female
`was right outside of her apartment door and this is the second time she has done this. The

`responsible was described as a white female, standing in the hallway, possibly wearing a
`cheetah print shirt.
`. Once | arrived on scene, | briefly spoke with the victim, who was later identified as Anis Yarrow
`Ali, at the west side entrance to the apartment building. Anis stated the responsible female,
`who was later identified as Sandra Pearl Thorley, was somewhere up on the third floor of the
`apartment building. After receiving this information,
`| cleared the third floor hallway of the
`l did not locate Sandra standing in the hallway, but due to prior calls for
`apartment building.
`| knew Sandra lived in Apt. No. 304 at the call location. | positioned myself outside of
`service,
`Sandra’s apartment door and waited until my partners arrived on scene.
`. Once Officer Secord and Sergeant Voxland arrived on scene and positioned themselves
`| began knocking on Sandra’s door in an attempt to speak with her and receive her
`behind me,
`statement on what had happened. After knocking on the door to Apt. No. 304 multiple times,
`could hear a female’s voice coming from inside, which | could confirm was Sandra’s based off
`numerous prior calls for service with her. Sandra refused to open the door to her apartment
`and instead yelled at officers stating something to the effect that police officers never help her
`when she calls law enforcement. Due to Sandra being uncooperative,
`| went downstairs to
`a statement from Anis while my partners made further attempts to communicate with
`andra.

`located Anis standing in the second floor of the apartment building outside of Apt. No. 203.
`Anis advised he lives in Apt. No. 203 with his grandmother, who was later identified as Furaha
`Sahal Hassan, but was inside of Apt. No. 105 visiting his cousins and an aunt, who was later
`identified as Fatuma Ali Aden. Anis stated as he was exiting Apt. No. 105 to go back to his
`apartment, he saw Sandra standing in the first floor hallway. While Anis was exiting Apt. No.
`105, his cousin, approximately two-years old, who was not
`identified, began crying and
`followed Anis into the hallway because he wanted to go with. Anis advised he tried to get his
`cousin to go back inside of Apt. No. 105 and Sandra began screaming at him saying, “You
`f*cking bitch, leave the little kid alone.” Anis stated he was trying to “avoid” Sandra and get his
`cousin back inside. Anis began “pushing” his cousin into the apartment and Sandra pulled out
`a “purple scissor” and begin walking towards him.
`. After Sandra pulled out the “purple scissor” Anis stated he started to back away and turned
`around slowly. Anis then ran towards the east side of the apartment building entrance and
`exited the building. Anis stated Sandra had followed him so he held the east side entrance
`door shut so Sandra could not exit the apartment building. As Anis was holding the door shut,
`Sandra threatened to call the police and pulled out a “kitchen knife” which was described as
`being approximately one foot long, having a black handle with scratches, and a silver serrated
`blade. After pulling out the kitchen knife, Anis advised Sandra stabbed the glass door he was
`holding shut multiple times and then turned around and walked away.
`Immediately after Sandra had walked away, Anis stated he ran to a friend’s house to call
`law
`enforcement because he does not have a phone, but nobody was home. Anis then ran back to
`the apartment building and stood outside of his grandmother’s apartment, which is No. 203, on
`the north side of the building and begin screaming for Furaha to drop him the apartment
`building keys so he could get inside. After retrieving the keys from Furaha, Anis ran to Apt.
`No. 105 and had his aunt, Fatuma, call 911. Once 911 was contacted, Anis waited outside of
`the west side entrance for police officers to arrive.
`. Anis described the responsible female, who was later identified as Sandra Pearl Thorley, as a
`looked like a crack head, pinkish purple hair,
`“white female, approximately 5’5” tall, chubby,
`approximately 50-years old, wearing jeans and a light pink sweatshirt, and having an unknown
`tattoo on the left side of her chest.” When asked how he felt after being threatened with a
`scissor and a knife, Anis stated he was “scared” and “terrified.” Anis also stated, “l thought |
`was going to die” and “l didn’t think | was going to have a future.” Anis also informed me

`Sandra had previously threatened him and his family back in April of 2021 and stabbed the
`door of Apt. No. 105 with a knife multiple times.
`8. After receiving a statement from Anis, l took photographs of the stab marks to Apt. No. 105’s
`door and told Anis he could return to his apartment. l then went back up to the third floor of the
`apartment building and informed my partners on my findings. Due to Sandra still being
`it was determined officers would position in both the east and west side
`uncooperative,
`stairwells and wait until either a warrant was signed to make entry into the apartment or arrest
`Sandra if she exited her apartment once again. While l was positioned in the east side
`| contacted Sergeant Kostohryz via phone and provided him with the information he
`stairwell,
`needed to write the search warrant. After the search warrant was approved by Judge Lawson
`and Sergeant Kostohryz arrived on scene to assist, officers made entry into the apartment with
`a master key at 2316 hours and l held Sandra at gunpoint with my department issued handgun
`while my partners gave commands and placed Sandra in double—locked rear facing handcuffs.
`9. Sandra was transported to the Clay County Jail by Sergeant Voxland. Officer Secord and |
`remained on scene to conduct a search of Sandra’s residence to locate the scissor and knife
`she had used to threaten Anis. l begin by taking overall photographs of Sandra’s residence.
`started by photographing the entrance of her apartment, | then moved into the kitchen followed
`by the bathroom, east side bedroom, west side bedroom, and living room. After photographs
`| assisted Officer Secord search the residence. During the search,
`were complete,
`located a
`purple scissor with silver blades laying on the bed in the west side bedroom. The scissor was
`photographed and taken as evidence. Officer Secord located a kitchen knife with a black
`handle and a silver serrated blade tucked into the bedframe on the bed in the west side
`bedroom. This kitchen knife was photographed and taken as evidence. Officer Secord also
`located a larger chopping kitchen knife with a black handle and scratches and a silver blade
`along the north side living room wall. This knife was photographed and taken as evidence.
`10.0nce the search was completed at 2350 hours, Officers collected the evidence located inside
`left a copy of the search warrant along with an evidence inventory
`of Apt. No. 304 and |
`receipt on the kitchen counter. Officers then secured Sandra’s apartment door and cleared
`from the scene. Sergeant Kostohryz received a signed copy of the search warrant from Judge
`Lawson, entered the search warrant into Laserfiche and returned the search warrant once
`executed. Forward a copy of this report to the Clay County Attorney’s Office for charges.
